Where do the forecast SP's in the daily_runners table come from?

I notice that the forecast SP's in the daily_runners table are quite different to those published in the Racing Post. Where do these figures come from?

They come from the odds compilers at the Press Association, and are put together the day before racing.  The Racing Post can use their own odds compilers, and the forecast changes the closer to racetime that the card is published.
