Do ratings reflect current race performance

Question

As the handicap and speed ratings are not available I assume they reflect the runner's performance in the adequate race, or how should I understand these values?

Hi, handicap and speed ratings are available in the historic_runners table - the handicap rating relates to the handicap rating that the horse was running off in the race, and the speed rating relates to the horse's relative achievement in the race.
